The Maritime Transportation Act of 2014 included an exemption for all incidental discharges from commercial vessels less than 79 feet – with the exception of ballast water – from having to obtain an sVGP until Dec. 18, 2017. The exemption was not extended. Given this long delay, and similar delays with implementation of USCG BWT requirements, many vessel owners deferred taking compliance action, but this approach is no longer an option.
